This chapter covers ships, boats and floating structures: passenger and cargo vessels, ferries, yachts and rowing boats, dredgers and floating cranes, floating docks and drilling platforms, and other floating structures such as rafts and buoys. Unfinished hulls and vessels presented unassembled or disassembled fall in heading 89.06 where they do not have the essential character of a particular kind of vessel. Certain subheadings apply only to sea-going vessels with a hull length of 12 m or more; fishing and rescue vessels built for sea-going service count as sea-going regardless of length.

bütünleyicisi oldukları takdirde aşağıdaki eşyaları da kapsar:
- Yedek parçalar (pervaneler gibi) (yeni halde olsun olmasın);
- Kullanıldığına dair izler taşıyan değiştirilebilir eşya (mobilya, mutfak ekipmanı,sofra eşyası vb.).
