This chapter covers pulp made from wood or other fibrous cellulosic material, together with recovered paper and paperboard collected as waste and scrap. Chemical wood pulps are separated by the process used: soda or sulphate pulp sits in heading 47.03 and sulphite pulp in 47.04, both to the exclusion of dissolving grades. Dissolving grade chemical wood pulp is defined by its insoluble fraction after immersion in caustic soda solution and by its ash content.
