What this chapter covers
This chapter covers raw hides and skins, hides and skins that are tanned or in the "crust" state, and leather further prepared after tanning or crusting. Skins that still carry their hair or wool are normally treated as furskins of Chapter 43, yet raw hair-on or wool-on skins of the species listed in the notes — bovine (including buffalo), equine, sheep and lamb, goat and kid, swine (including peccary), chamois, gazelle, camel, deer, elk, reindeer, roe deer and dog — remain here. The note carves out exceptions even inside that list: astrakhan, caracul, Persian, broadtail and similar lambs, Indian, Chinese, Mongolian and Tibetan lambs, and Yemen, Mongolian and Tibetan goats and kids stay in Chapter 43. Hides given a reversible or preliminary tanning stay in headings 41.01-41.03 instead of 41.04-41.06. Wherever it appears in the tariff, "composition leather" refers only to the goods of heading 41.15.
